If you deemed someone to fail, why do you still take the exam fee? You said someone has to pass language exam or certain provisional hours? Wouldn't they be entitled to refund and compensation for wasted time?

Candidates who never took OSCE ever in life get an exam exemption policy and those who already took the exam once or twice need to take wait for the exam forever and adapt to situations !. Each province conducts their exam in their own style and makes nothing but candidates fools all the time !
