What are the special areas of Annex 7 ?

There are no special areas like Marpol other annexes so far... However to answer this question, BWMC Section C talks about special requirements in certain areas. In this it basically says, if a party to the convention has a special area which must not be used for ballast uptake because of highly populous aquatic organisms there then they must promulgate the co-ordinates six months prior.
