I don't think any character has said that, but to me, strength is the mastery of the self, not the power to subdue others. For example, a violent alcoholic can subdue his family and friends, but he's helpless against his own addiction, and all it takes to beat them is a more violent alcoholic. But if you can control yourself, life can throw anything at you and still not break you or corrupt your intentions, and no one can take that from you. I think this would be in line with Zangief, Dhalsim, Ken or Ryu.
My favorite is Akuma because he just straight up drops the facts without being pretentious like “Oh you see, waking up everyday and doing the best you can is strength”. Almost same with Blanka. My least favorite is Jamie. “I’ll show you just watch me”. Like, my man, you’re not that guy. Aki and Juri just avoided the question but they are excused because they are mentally screwed.
That just means his philosophy is simple. Most characters philosophy on life are more complex and therefore less easy to understand. It's the reason why most people don't understand wise Buddhist sayings.

In the end Conan still doesn't know the answer but he has a good idea. The same philosophy as Guts in Berserk. Strength is to continue, to carry on despite all hardships.

For my money, strength is one's ability to impose their own will upon the world around them. To bend circumstances to their liking. Life is a maelstrom of conflicting goals. The strong endure it, and strive for their own desires. The weak are knocked aside and lose themselves in someone else's current.
