Some leaders just after attaining independence used their resources to unite their people from different groups: tribes, religions, race etc. While other countries rushed for maendeleo where not all citizens feel independent in their own countries

Because the rest of the world knows about countries more than their constituent populations. So if someone hears 'Rwandan Genocide' they go, 'so who perpetrated it against who' -Hutu community against the Tutsi community. People also tend to recognize that while it was against the Tutsi, many moderate Hutus were also killed. So they want to be more inclusive in their description, to also respect the Hutu lives that were lost for supporting the Tutsis. It makes sense to not ignore that fact. Because though few, they mattered too. It looks to the outside world that the genocidaires killed people across the Rwandan spectrum.
