In the opening video, there would have been a small squad of Combine Overwatch running past the billboard and into the ruins of City 17. Even after Gordon's victory inside the Citadel, many humans still kept their allegiance to the Combine even without hope.
If I remember correctly, memory replacement is first step to getting promoted in civil protection. If that is the case for them, then Combine Soldiers must lose even more, probably lose everything that makes them human. I think this is the real reason why they remained loyal, not lack of hope but lack of humanity.
