T8 has hard carried Bandai Namco financially this year and they need more money as their other projects lost money. One of the reason T7 customization and alt costumes that were free in that game had to be purchased in the shop for T8.

If it makes you feel any better, this stage actually shares the exact same dimensions of a pre-existing stage (Arena). So essentially this is just a re-skin and a new BGM.
What I love about Tekken 8 is how well the designs have evolved, it's so close to CGI Quality but retains the personality of each character. MK 1 looks great but it misses, everyone and everything looks the same.
The win animation of Heihachi, where he grabs his opponent's head, is so similar to what Akuma do in SF6. Not to mention, they added Heihachi's DF 2, 1, similar to Akuma's launcher
I see alot of complaints about buying the collector's edition/ dlc pass and this stage wasnt included, which your concern is rightfully understandable. Im over here fumming at the fact they killed off heihachi in 7, a main staple character in the franchise, only to reveal him as purchase dlc in 8. That's scammy af.

They should have included the stage along Heihachi, but at the same time I would have been more upset paying 5 USD for an hour and half long story update that I'll most like play one more time in the future than an entire new stage that has as much replayability as the game itself.
