Hi, Is it possible to create a linked server from AZ SQL Managed Instance pointing to SQL Server On Premise?

Having trouble creating a linked server on an MI, pointing to an instance (2019) running on an Azure VM. I suspect either the outbound firewall on the MI or the inbound on the VM being an issue. Could you please post links/info on how to go about solving this? Thanks
