well technically he HAVE an uncommon voice type the "extremely raspy voice" there is other singer in the same "register" of raspy voice like tom waits, leonard coenn or the japanese singer "sion" that last one is very close to cocker in "heartfull" ruclips.net/video/mVfJTBNrxiU/видео.html it's too my type of voice ( but between cocker and waits) but i don't have the same "training"!

Gary Moore didn't cover this, sadly, the version I think you refer to is John Miles himself. Does sound very much Gary Moore style though.
