No treatments are permanent but they really help treat any concerns. And yes IPL treats pigmentation like freckles etc and can help treat vascular issues like rosacea.

no it doesn't affect , i used retinoid next day after ipl treatment nothing happened

Green light is for hyperpigmentation. Protect your eyes tho. Light therapy can harm the eyes.
