Whenever [Steal] is used the users [Luck]+[Steal] is measured against the defenders [Resistance] if the user is able to overcome the [Resistance] an item is taken from the defender however the item stolen is not entirely random because for each extra point of [Luck] above the [Resistance] the likelihood of getting a more "valuable" item increases however value is determined by a combination of three different factors those being [Physical Value] things such as being made of valuable resources or literally containing money, [Thieves Intention] this is determined by what the user wants to take, and finally [Value To The Victim] this is determined by the subconscious value of all items within their possession, women almost never think about it but I think it would be pretty safe to say that most women would not sell their panties off of their own bodies in that second for any small amount of money especially considering the embarrassment that would follow. So in conclusion, Kazuma always steals panties because the women value them too much, and Kazuma has so much luck that he always gets the most "valuable" item in the targets possession.

There is one, he's learned it by the time of the original series' end (the author left it unclear if this'll be continued as a new one), and it's not as perfect as you'd expect. One of Kazuma's biggest complaints over the course of this series is that while he's essentially dependent on Luck, there's also no way to make it do his work for him. Also noteworthy: even after all off-camera adjustments buffing up Kazuma's Luck beyond its original natural level, he still doesn't have the highest Luck among the visible cast of this series. Or second highest. (There might be half a dozen other people with a higher Luck stat, but I'm only positive about two of them.)

Now thinking about it it is actually pretty rare for shows to give eye candy for both men and women, they seem to usually pick their target audience and then focus on them. Some shows like Death Note do "thirst traps" for both but its not really a show utilizing fanservice like this one does. Only fanservice show I can think of from the top of my hat that does eye candy for both is Grand Blue.
Overall fans tend to favor Megumi the most, but Darkness is my favorite girl in the series, her...personality, is the best of the three. Of course Kazuma is peak male, so he's favorite overall. Kazuma's thief skills are random, but its based on luck, so what he's stealing is the person's "most treasured possession" or "item most critical to the person" to these hilarious effects. Additionally, his profession, adventurer, allows him to learn almost all skills, so he can act as a magician, warrior, rogue, hunter or even priest in the team, although this will be of average use to him at best, because apart from intelligence and luck, all his stats are mediocre and he can't acquire advanced skills or techniques very quickly.
One added problem with advanced skills that isn't clear until further than I think the anime has yet reached: it turns out their expected performance is heavily tied to class intrinsics an adventurer can't acquire. For example, a major factor in being an Arch-Wizard or Arch-Priest is being able to easily defeat magic resistance. Pretty much everything Advanced Magic lets you cast needs to beat a target's magic resistance to work or you're just using up all your mana for a light show.
17:56 the steal skill is random but Kazuma has really high luck that affects the skill which is why when he used the skill on the theaf girl even though she carried all those rocks to decrease Kazuma's chance of getting his gold back he instead took her panties; something more valuable to Kazuma effectively allowing him to get more back than just his money.
