I'm assuming that refers to the opening theme songs; because they used licensed music for their opening themes instead of making their own opening theme songs specifically for the show, Warner Bros doesn't want to pay the owners of the opening themes for each DVD sale and each episode streamed. They don't even seem to want to try and negotiate a lump sum deal with the owners of the music so that they can put the show on their own Max streaming service, nor do they seem to want to take the time to edit out the old opening themes and add in new ones that use their own music, instead they choose to just not release the series on DVD or streaming.
