Is this like a pact or something? Some kind of honor system where a kgb heavy must be duelled with melee only?
Its the Melee Honor system. You see somebody brave enough to run melee like that, you cannot just shoot them, you HAVE to pull out your melee and duel them.
Pretty much, it's the mark of honour in TF2 where you don't shoot in a melee fight
unless it’s a demo man buffed up with a huge sword and 15 heads you gotta melee them
Tf2 players are a special breed.
If you do not melee them back then you have NO HONOR.

Used to do this against the bots because the steak vulnerability doesn't apply to crits, and if you lined up your fists well enough you could also block headshots that way

Love how the concept of the steak sandvich is essentially just "rip and tear", which fits Heavy perfectly.
But somehow the TF2 team thought taking away your primary weapon wasn't enough and you should just die the moment somebody's crosshair touches your body. Meanwhile, Demoknight over here gets to resist literally every damage type besides bullets and has the option to increase his speed and health even more, on top of a randomly critting axe that does over 200 damage and only makes you a bit slower.
