I'm guessing that for whatever reason the ship was out of control. It doesn't happen often but it does happen. This certainly couldn't have been a case of someone being "Asleep at the wheel."

The Dali, a container ship, was involved in the incident where it collided with the Francis Scott Key Bridge in Baltimore. The impact caused significant damage, leading to the bridge’s collapse into the Patapsco River. Fortunately, no company crew or personnel were onboard the vessel at the time of the collision. The ship (struck the bridge at 1:28 a.m.) was chartered by the Danish shipping company Maersk, and it was carrying their customers’ cargo. Authorities are investigating the cause of this unfortunate event.

You watch this at 8x speed, the ship literally steers right for the support beam. If they had just let the ship drift then it would have been ok, yet it goes full power and then turns and lines up the support and hits it.
It's obviously an attack on American infostructure.
