If this version of Beerus had some balance to it, it would be in the way the forms consume your resources. First form, Stamina drain, no direct cost to activate; massively increases strike damage but until the form ends you cannot use abilities that cost KI. Second form, must be in first form transformation, consumes KI, must be at maximum KI; makes you immune to knockback and ki costs are reduced to 1 bar but you cannot charge KI. Final form, must be on final health bar and in second form, makes you fully invincible to all attacks, but your health drains and it will eventually kill you; you cannot cancel this form by any means except victory or loss.
Each increased form keeps the positive effect of the previous.
If in the first or second, upon losing all your stamina or ki, the form change ends.
Hakai would be a grab ultimate without a dash. If you land it, it does damage equal to 90% of the character's HP; not an instant kill at full hp. Would be a pain in the ass to land and cost your full KI bar except when in Form 2 and 3.
Regardless of the 'balance' I've written here, it would be considered a 'boss character' in terms of power. #TournamentBanned
