Maybe that woman is a sacrifice to buto ijo. A supposed sacrifice to be exact, because her body was found and never eaten by buto ijo. So his family failed to fulfill the sacrifice and business going down, the game did not mention what happen to his parents, but i'm assuming they are dead. And if he was buried afterwards, he wouldn't even turn into a ghost riding a bike and instead went to the afterlife. Otherwise every other people who died by accidents would wander around. Even if my mentioned two theories are wrong, why would even the spirit appear being wrapped up in bag? The bag is just a burial wrapping and object doesn't have soul on it's own, but human body has, hence only the soul was supposed to appear. Many Muslim countries bury bodies wrapping them with bags. But in how many Indonesian horror films have you seen a spirit appearing being wrapped in a bag? Dreadout games have shown many spirits of dead people, but they weren't like that.
