Yeah, you can definitely travel to the Philippines if you have a Singapore multiple entry visa. I would recommend you to go to the Philippines via Singapore nor directly from India. Also, I recommend you do a cancelable hotel booking and return ticket. Case to case basis they ask to show balance. I would recommend to keep 1000-1200 USD in your bank account at the time of immigration. You don't need to carry any cash. You can show them your account balance and tell them that you will withdraw cash from ATM. Incase you have less balance in your bank account. Just take some money from your friends or relatives and then return them once you enter the country. I have travelled to 25+ countries and only 3 times I have been asked to show my bank balance. The Philippines didn't ask me to show my bank balance.

Yeah, they just want to make sure that you have enough money in your bank account. Make sure to download the latest bank statement when you enter. In case, your bank app doesn't work at the immigration. Mostly they will ask how much money you have. You just tell them that you have XX amount in your bank account and you will withdraw it once you reach the City.

One more advice. The local ATM charges 200 pesos(300 inr) plus the Indian Bank charges for each transaction to withdraw money. I always carry some emergency USD for such scenarios. Converting USD to peso is much better option if you can get USD in good rates
