To me she very much looks like she's a full adult, like mid 30s probably, early 30s at youngest, 12 year old girls look REALLY young, but I think where you might think this woman looks young is because she's fairly healthy, particularly her skin looks healthy, many people have put their body through a fair bit of neglect and damage by the time they reach adulthood and continue to do so into adulthood, so their skin (and body as a whole) starts to deteriorate long before we start considering someone to be old, someone who takes good care of theirself on the other hand may have "baby skin", but a more mature skeleton ect (as an adult).
Just to add a bit more- to me, this woman looks and sounds (I'd be surprised if you could find a 12 year old with such a mature voice) like she could potentially already have a 12 year old as a daughter, so the thought that she could be mistaken for a 12 year old herself kind of horrifies me.
