If we add raw chicken mixture in fried momo then is there a possibility that the filling will not cook properly... Like how to know that the chicken filling is nicely cooked?
Late reply, but if you dont have it just leave it out. You could use black pepper instead as both peppers have some heat in their taste. white pepper has a very distinct flavour and smell, but its not a deal breaker.
When you're adding soy sauce then what's the need to add white pepper ? black pepper will taste the same don't use ingredients that are not required you're a chef and you know what I mean it would be easier for people who wants to try your recepi and in return will be beneficial for your channel

do a test batch..i fried 2momos on high flame for about 5mins ..the chicken was cooked properly as well as the coating was nice and crispy..

Yes's., I just put kadhai with water aur ek jaali vala bartan upar rakha aur cover kiya...basically steam dena hai bas..mera dish perfect hua tha.
