And yes, the Doctor has seen both films three times at the same time with 400 years between the first and third times (it was during the 50th). He enjoyed them.
That's because it's following a scene from the episode Boom Town, just replacing a few characters and lines for relevance to Star Wars. That's where most of Eccleston's, Piper's and Barrowman's lines are from in this edit. And my goodness it fits so well.

You know, I dont think i have ever imagined The Doctor trying to take on Palpatine before, but now that you have made me think about it, I think prequel palpatines shadowy plots and political shenanigans would make him an excellent foe for The Doctor. Though the Doctors ability to time travel would give him a pretty unfair advantage.
Well, then there is the problem of crossing their own history and interfearing in fixed events, but then again I already broke the Star wars universe before the Doctor arrived so I guess no worries then.

If it were a "what-if" style scenario I'd have the TARDIS accidently land on the Invisible hand at the start of episode 3, and get caught up in Obi-Wan and Anakins escape. Then I would have the TARDIS get lost in the wreckage of the ship, so the doctor and whichever companions the doctor is traveling with have to spend time looking for and repairing it. The rest of the episode is them snooping around the senate building trying to get help to find it whilst accidently uncovering palpatines entire plot along the way. In the end the Doctor either thwarts the plot or fails to thwart it (depends on the desired tone of the story) and has to escape as the republic collapses around their ears. Either way, The Doctor outsmarts or outmaneuvers the conspirators to get whatever they need to fix the TARDIS and escape just before everyone gets killed.
If you think about it, that is what causes the doctor to have good endings. He appears at the right time and place, and sometimes has knowledge of future or past events that helps him set things right. Without the Doctor, there would be a lot of Order 66-esque events in the Who-verse.

Particularly if it was the Ninth Doctor, he's the scariest one. Christopher Eccleston was such a good Doctor, shame he only did one season because damn he really was my favourite, even more so than David Tennant (and I really like Tennant).
