The right to change nationality doesn't mean you get to randomly pick a country or make one up, just as the right to marry doesn't mean you don't need the other person's consent.

Sure you can! Swapping nationalities is easy, doesn't mean they are magically accepted as a legal citizen in the country though.
I'm surprised the sovcit didn't try to claim his illegal international license was legal just because he had it, as some try to do. Sovcits sure do love printing out their own stuff on the belief that their paperwork is legitimate because they swap legal synonyms !

The IDP (International Driver's Permit) isn't a driver's license. I've gotten a few in my day. It is a notarized translation of your legal DL in your home country. You still need the DL from your home country. When I went to Spain, I went down to AAA to get my IDL in Spanish so I could use my CA DL in Spain. The IDP is not a DL. I assume it works in the US, but you would need a valid DL from your home country, I assume one with which the US has a reciprocal agreement with the US. On it's own, without a valid DL, it is worthless. And you don't get to make up a fake country and make your own DL and PP.

Case and point: there was a lady in front of judge Simpson who had some responsibility in an accident where both drivers were under the influence. Lady was getting ready to accept a plea while she prepped to sue the other driver in civil court with some help from her insurance company. Judge Simpson had a detailed report that stated the lady had prescribed medication, alcohol, cocaine and something else in her system at the time of the accident. Yet lady only admitted to alcohol and medication. Judge asked "are you sure" and she doubled down. Judge sent her to jail as she was protesting she did not mean it and stuff. Lady was afraid that the insurance company of the other driver wouldn't compensate her in civil court if the record showed she had three drugs in her blood when the accident occurred. So she thought the best solution was to lie under oath even though a bit of logical thinking would have told her Judge Simpson already knew she had cocaine and other stuff.

On the other hand the US legal system seems to deal lightly with forged documents. @@destroyerinazuma96 The age restricition is because only in the US people can get a valid license for a car at an age of 16. All other countries (as much as I know) require 18 years. The person who has the license might be of the impression that it is legally allowed behind the wheel as a minor in all other countries as well. After a couple weeks you should have enough to pay your way to a restricted license and insurance. Then work to pay the rest, after finding somewhere to live. But she's driving around without a seatbelt and going to McDonald's. Getting straight on her license isn't a high enough priority.

An "International Driver's Permit"(IDP) is not a driver's license, it is a document that refers to a valid operator's license, for example a Russian DL might be in Cyrillic so the IDP is a translation into English for example, but a IDP must always reference a valid DL. So my gut says he used his official DL applied for the IDP then chopped up and returned his valid one.
