People change, more often than not when they reach "higher" ages... Bodies just stop working "correctly", and that includes brains...
But that's simply a very good reason for regular checks whether one is _still_ capable of driving. So that people who change too much and lose that capability (whether due to bad eyesight or melting brains like here...) don't get their licences re-issued.

There is no statewide or Federally-mandated education on this subject. Here in the US you don´t see things like public-service announcements on TV or billboards reminding drivers to obey the requests of traffic enforcement officers, or to follow any traffic rules for that matter. America is becoming like Lagos or Colombia in it´s population´s disrespect for laws. This is what our republican leadership wants, because if we were to fully fund public education and awareness of this (this idea of following traffic laws as any good citizen would), then the ultra-wealthy would be deprived of even more wealth. That´s how it goes here. We are a nation of ignorant and arrogant people.

You're right btw Mike, in Texas, you do not own your DL license/ID, nor your plates, they are property of the State of Texas (and I'd imagine that's true in most, if not all, states). It's also why they intentionally use the term "issue" them, and not "sell" them. They do it that way so they can demand them back at any time (while not usually due to a traffic stop directly, this officer only wants to inspect it), but in cases of, suspension, revocation, fraud, and even some rare events like your plate or license number is problematic for some reason). It's fairly rare for them to actually demand them back (short of a direct action, like "surrendering your license or registration", or a conviction resulting in the loss of privilege), but the option remains. She "knows the law" though... yeah..

One officer actually looked like he was about to pull the window out at one point, and thought better of that. So they were being extremely considerate of her welfare.
I saw a brilliant videos from the UK recently where a guy was sitting in a van which had been seized by bailiffs. The guy slid over to the passenger seat, and the moment he did so, another officer smashed the window on the driver's side.
