Costume is broadly used to mean any clothing that functions as an entire outfit, which is why we call them “halloween costumes” or “traditional costumes” - because they encompass an entire function/historical period/event. Swimming costumes are specific to swimming, and are basically never worn outside that function so… it does technically make sense!
