Okay, the moment where the banger tried to play the "Oh I don't speak English" game...and then officer, didn't miss a beat...and was right there with the reveal that he in fact...spoke Spanish as well. I'm beginning to think, that a good majority of the officers that Jeff is on patrol with..are Police in real life too.

That's what FiveM and private Roleplay Servers are for. Attempting to do Roleplay on GTA Online is a huge fail. Rockstar doesn't like it and there's so much setup to be cops.
