Players are allowed to talk to whoever they want. Tampering is specifically when a team communicates with a player before free agency period opens.
This includes players too. Most notable was Draymond Green who got fined and suspended for it. It's just very rare that they get caught.

There is nothing anyone can do to stop players from talking to each other. Deal with it.
Teams have salary caps winning a chip doesn’t increase that a lot and no guarantee on championship so to take pay cuts for a chance may as well play the lottery.

Starting the WNBA free agency earlier is a great idea. Every other sport start their FA period within a month after the season is over. Game 5 of the WNBA Finals was October 20th, WNBA FA period starts Feb 1, that's way too much time.
