    Hi pradeep! You don't need to design exact resistance values. Just know that, for the IR LED Transmitter, you've to use a 1 kilo ohm or near resistance to limit the current supply to it. And, for the IR receiver, the resistance must be in mega ohms.. to increase sensitivity. Instead of using a constant resistor, you may also use a Potentiometer to have a control on resistance and hence the sensistivity of the reciever!! :)

    it's easy. you have the voltage and you have the current so you can get the r
    r=v/i
    it is a parallel circuit so the vlotage in any side of the circuit is equal to 5V
    because you have a voltage source 5V
    so as we know the maximmum current that the diode can tolerate is 5 mA. if you want you can make it 3 mA but don't pu value ,ore than 5mA
    so r=v/i
    r=5/0.005 = 1000 ohm
    i hope that my explination is easy to understand
