This is just how Metacritic lists them. As far as I'm aware, Metacritic uses unweighted averages for user scores. So even though the number is rounded to the tenths place for user scores (which means multiple games will seem to have the same score) if #38 and #37 both have the score of 8.3 that means #37 would still have a higher average score and that's why it's above. According to Metacritic. Hopefully, this makes sense. Maybe I should add it to the description or something.
There's more or less the same number of games on the Vita and the 3DS. The 3DS has more pure exclusives, while the Vita makes up the difference with the number of games that could only be played portably on the Vita (at least until the Switch came out years later), and for having far less shovelware (mostly because it wasn't popular enough to justify porting a of shovelware over), especially once the apparently completely unrelated PlayStation Mobile Store was shut down.

I'm not entirely sure, Metacritic is a website I am not affiliated with and they combine all reviews into a score. I'm sure they have some sort of algorithm that sorts it correctly. :)
Resurrection has a Userscore of 8.0 and God Eaters 2 has a 7.6, both of these would have made it into the Top 100 but Metacritic does not include games without enough critic reviews in the Top 100

@TheCarrieShot I Didn’t have that Problem, with a Software Update I was Able to Get a Steady 30Fps in 720P or Sometimes 900P of Course Your not Going to Get 60Fps on the Vita. The Switch Can’t Even Sustain that All the Time and even if it does It’s Docked and You’re Playing Through Your TV!

The problem is the crashes also happen randomly while playing which freezes the whole system. I have only ever got a 30 fps using a overclock in the open world part of the game

While I definitely would have liked to see more PS2 ports, which of these Japanese games made by Japanese companies for a Japanese system whose Western branch barely supported it do you feel aren't that great? Resident Evil Revelations 2, maybe, that was more due to Capcom half-assing the optimization rather than the game itself being particularly bad and most everything else generally reviews extremely well by both critics and gamers. Ditto with the Indies, which are all pretty damn excellent.

Besides, I'm given to understand that that game's (Gal Gun, or something like that, I think) target audience found it to be pretty well made.

Risk of Rain doesn't have enough critic reviews for the Vita version to have a metascore, but the PS4 version has a metascore of 81 :)
