It's not the highest number, it's closest to A
Blank is higher than A itself, then they shuffle back the letters and draw 7 **NEW** tiles, not to use it again.
Maybe they have a different rules?

what if a blank tile is in remaining tails in player hands? how to count these tile?
a blank tile can be any letter but it does not have any points to make it less op

Yes, the face value of the tiles in CLOUD add up to 8. But CLOUD at that position in 1:05 really scores 20, not 8.
