Well you're absolutely right but not everyone is as good as you are with their hands. I myself end up with chunks of tobacco and can't fluff it enough. I fluff the tobacco with a fork and a foil poker in another dish and then transfer it into the bowl by moving it into the bowl by the poker. It takes longer but I can reach the level of fluffiness I want.

I use a fork to get it into the bowl then take my time using a thin poker to ensure everything is perfectly fluffy.
