However, because the writers did not want the bad guys to outlast their heroic adversaries (although TDA did it with Courtney/Lindsay and Duncan/Harold). That's why the Best Friends were replaced with the Cadets in the next revision.

My favorite moment has got to be when Kitty read the tip that says "who ever is holding this tip has to explore an underwater cave" and Emma's like "phew!" and Kitty's like "EMMA!"
The fact that Emma has the same voice as Nikki and Kitty has a same voice as one of the khaki barn triplets (ans Lindsay). . . This literally SCREAMS canon if this happens in the 6teen universe.
