As a marine surveyor I can tell you this was likely due to old fuel fill hoses and inadequate ventilation...And a spark of course. Always raise hatches and smell for fumes before cranking, especially after refilling. Inspect every inch of all fuel lines/hoses, they can look fine in one area and not in another. This size boat will have at least two blowers and it's not obvious when one quits working because you hear them (one) power up so you assume they are working. Also the flexible blower hoses are thin plastic and deteriorate. I see them with holes and/or pulled off the blower housing or hull vent, intake blocked with bilge water, collapsed closed from zip-ties, so they sound like they are working but not actually moving air. Also the intake needs to be secured AT the lower 1/3rd of the engine space as gasoline fumes settle but you don't want the intake too low where it can be covered by higher than normal bilge water. Also, make sure there are no dips so the hoses can drain water and not be blocked. Tanks also corrode from the inside and leak without warning. Fume sensor alarms are always a great idea especially the older they get... Definitely if she's old enough to be carbureted. You just can't monitor every possible area that can leak. Lastly something ignited the fumes.. Everything must be ignition protected (no automotive starters or alternators/chargers). No residential 120V extension cords or plugs. God Bless this family, it's heartbreaking to see knowing the cause was likely obvious!!

Nothing is turned on till an inspection with the nose. Another note, no friends should be on the boat during fueling or start up. Know how much fuel you need. There's no reason to fill to the top. The tank is vented, not the fuel line. Prayers to all involved, including the dock workers.

The tank seems to be naturally vented with a little wire mesh topped this g next to the gas tank. Maybe still makes sense to open the rear deck hatch over the tank after fueling? I think this issue is more for inboards though right? Either way good for us to know.

I've seen someone fill the water tank instead of the fuel, until it filled the toilet(s). Luckily we noticed the smell before anything ignited. Cut all power and manually moved docked boats.
I would bet the engine compartment was NOT fully vented after the gasoline refueling of the cabin cruiser and the air/fuel mix vapors reached an explosive level. This is why I prefer the safety of Diesel Inboard engines.
