It's from a now unused urban transit line called "On Track" that connected various parts of Syracuse from 1995-2008. They ran four RDC-1s owned and operated by NYSW. Unfortunately ridership declined and they ran out of funds. There's apparently talk of renewing this line by connecting the airport and some more areas of Syracuse where people less likely own vehicles. Where I'm standing is the end of the line by the Destiny USA mall, a major source of shopping here.
