Let's take an example I have met alot of friends who like big city vibes and rushed life but for me I would prefer a place where life is not rushed and not too much crowded as well. Vai as far as I know and as much as I have seen scholarships based on the grades from Nepal and Language scores in Canada is mostly a means to attract you in their college and then trap you in that college. You can certainly get scholarships , after you come here and score good grades in the first few semesters, but not with the scores of your +2 and language score. I don't mean to say that those aren't enough but this is what I have seen.

I have seen people who have given grade improvement exam come to Canada in a good college/university. As per my experience, as long as the grades are not worse I think you are good to go.

As long as you can get a valid offer letter from a Designated Learning Institution (DLI), I don't think it has a significant effect on your application. As long as it's average I don't think it will matter. Note this is my view from my experience make sure you consult with RCIC or a registered Immigration consultant before making any decisions.

It usually depends on College/University that you are applying brother. As per my experience as long as it's not bad, I think you're good to go. Disclaimer: I am not a Registered Immigration Consultant so before making a decision you should properly research about it and apply at your own expense.
You can always research about the consultancy with other people who have done the processing or who are currently processing from there. I hope that helps 🙂
