If necessary construct a new tunnel to increase the discharge.. When the water level comes down the risk factor also will come down. Make an agreement with TN offering them the full quantity water from Mullapperiyar When the construction of storage reservoirs is started TN people will realize that we are earnest. .We can convince them.
