Spencer (Dwayne Johnson) discovers that Jurgen (Rory McCann) is vulnerable to the Jumanji Berry, which incapacitates him long enough for Spencer to steal the Falcon Heart necklace and defeat Jurgen. He then gives Eddie (Awkwafina) the necklace, where he and Milo fly into the air and let the sun shine upon the necklace, restoring the magic and saving the game.

What’s the movie Jumanji: The Next Level about?
Unbeknownst to his friends and fellow adventurers from the previous film, Bethany (Madison Iseman), Fridge (Ser'Darius Blain) and Martha (Morgan Turner), Spencer (Alex Wolff) has been keeping the pieces of the Jumanji video game in the basement of his mother's house. Returning for the vacations, while living a difficult student life in New York and forced to share a room with his convalescent grandfather, he fixes the system and is drawn into the game. The next day, his friends, with whom he had a brunch date, drop by his house to check on him, but find that the game is running in Spencer's basement: they all decide to enter Jumanji to save him. Spencer's grandfather Eddie (Danny DeVito) and his friend Milo Walker (Danny Glover) hear the commotion and inadvertently get drawn into the game and become two of Jumanji's avatars. Bethany is left out in the cold. The teenage friends must help Eddie and Milo get used to their game avatars, help them find Spencer, and escape Jumanji again.

Theory: Jurgen is an avatar that got played by a person a LONG time ago. That person either failed to complete the game, or liked his new found power so much he didn't want to leave. Eventually after staying in there for so long, and interacting with nothing but NPC, he became crazy, forgetting that he's a player and thought he was actually part of the game. After many years, he built up his reputation and power until he assembled his horde and messed with the game. So instead of going with the usual scenario, and in order to stop Jurgen from controlling everything, the game changed the levels and used Nigel to get the heroes to stop Jurgen.
You might be on to something
Dwayne Johnson confirmed that Jurgen is an avatar, in an Instagram post. He said it will be explored in the next film.
I wish the fourth and final Jumanji would not only explain Jurgen's origin but also explain the origin of all NPCs and the origin of the Jumanji game itself.
And instead of playing either the board game or the stories of the video game, I'd want the players and avatars to be separate characters and defeat and a play a game against the entity who created and controls Jumanji to finally end the game's existence once and for all.

In addition, it is worth remembering that Jumanji does not force anyone to play. Players start the game of their choice and they will have to end this game.

My theory is Jurgen might be one of the friends of the previous player who buried the game during the prologue.
They see they friend got suck into a bord game, and they decided this game was cursed and bury the game until Alan found it.

Very Unlucky for whoever was playing the Villain in the game but I still wonder who was the other person stuck in the Jurgen Avatar
