Perpetual Prosperity - There are only so many rivers that can be dammed for hydro power and only so far electricity can can be sent economically by cable. The cities in trouble will be the ones not near nuclear plants or hydro plants. China probably has too many dams now anyway, every year lots of flooding as the rivers can't flow like they did before.
