I can't really answer the question about the fish, but I would guess that the dye is organic and non-dangerous to the fish and all the other marine life i the river (otherwise I would hope they didn't use it). About the amount of dye being used, well it's quite amazing really. If you know the dye Brilliant Blue, which is also an crazy coloring dye, you could actually just have 1 mg and dye a quite big amount of water. I don't know the chemical reason behind it, but I just know that you only need a little amount of dye to color the water :) I hope I could help a little, even though you might would have gotten a lot more useful information by searching the internet :P

Camilla Christensen Camilla Christensen Yep. It's an organic dye that was approved because it's completely safe. One big boat (I'm pretty sure) drops it in and smaller ones stir it up.
The fish probably aren't at all as affected by it as one would think. Most likely they don't even give a shit. They just accept their newfound greenness.
