Luffy CAN’T do anything in gear 5, his devil fruit is fundamentally the same as it always was. Vegapunk theorizes that all devil fruits are created by the wishes from the past, someone wished for the power to claim freedom for all, and it became the Hito Hito no Mi, Model: Sun God Nika, it was (presumably) eaten by Joyboy. The fruit works to allow the user to fight with unlimited freedom, their body limited only by their imagination. This is expressed as the user having a rubber like body that can stretch as far as their imagination thinks it can stretch, and their body can be unhindered by certain afflictions (poison, lightning, burns, etc.).
