It can be difficult for some depending on hand strength, but yes you should be able to move it at least a little. The main thing you are looking for is it's position. If it's sitting flush with the case is is improperly installed. If it is pointing back from the cable over 90° in relation to the side of the engine - it's installed improperly. If you haven't pulled it out of the case or turned it by hand there is little chance that it is installed wrong though.
