Generally lower ranked salute the higher ranked ... doesn't matter what cadre...this is part of uniform discipline, that too given, the recipient deserves it !

Army CAPF and Police form the bedrock of protection it's all about mutual respect, one must understand that Colonel sahab becomes Colonel after 17-20 years of service same is the case of CAPF 17-20 years are required, however SSP rank can be achieved in 10 years easily technically Army Colonel and CAPF commandants are senior to SSP but it's about mutual respect
In first picture COLONEL (equivalent to SSP) saluted a DIG which is senior to him and equivalent to brigadier in army... same is implemented on all Insignia matters

Defence person and Police person saluting each other is authorised only if they are posted on deputation to the other, or working operationally under the other branch/ministry like e.g. a BSF unit under operational control of a brigade of army at borders.
The saluting protocol is different . Do not assume parity on the basis of what IPS wears on shoulders, an ashok and two stars on shoulders are earned as a select rank colonel in 15-16 years of service , in IPS it is early , that doesn't mean they become senior to Lt Col who is 14 years of service. When they work together , saluting takes a form of greetings for cordial working relation ship .
