great video, thanks, and nice car! i personally wouldnt even worry about blocking the rear plate if in the US (my area at least). the probability of getting pulled over if not speeding would be so low, and then the probability of actually getting ticketed for it seems very low as well.
put the bars of the rack through the frame instead. under the seatstays and under the toptube. its ok for the bike to be slightly horizontal as long as its secure
The T7 is a great bike! Not long ago I've also had the opportunity to put my hands on a pre owned T8. So yeah , both T7 and T8 are of same geometry and wheel set. Except for the components.

Yea any workshop should be able to make one fairly quickly, about $20-30 probably. Get them to punch holes so you can use cable ties to attach to the rack. Good to have a spare plate, and have it put up on the rack with or without the bike (the latter is necessary if the rack already blocks the plate even without the bike mounted).

Yes but why would you ? It's a foldie. Just fold and stuff it inside the car boot.
