Also, the way the engines could step down but not out is to pull a less demanding express. For example when Gordon covered a rail tour to Carlisle, Topham can expand the portfolio by running steam to Carlisle so other engines can run through to Edinburgh and/or Glasgow as well as a revamp of the Sudrian to Euston and Plymouth.
A company in the UK is experimenting on converting a diesel locomotive into a steam locomotive that runs off of hydrogen fuel cells for the firebox. The burning of hydrogen creates water that would be moved to the boiler to be turned into steam. Isn’t that cool?! Why not have one of the Sodor engines undergo a conversion to use hydrogen fuel cells? And Toyota is experimenting with an internal combustion engine that runs off of ammonia.
At the current point in time in Fan of Hiro's series, the _original_ Peppercorn A1s that Tornado was meant to revive didn't even exist yet. The most recent engine arrival video as of this comment was set in 1934, Tornado wasn't even steamed up for the first time until 2008. And the first Peppercorn A1s were built in 1948. So the answer is "we don't know because Fan of Hiro hasn't gotten there yet".

Arthur Peppercorn was an understudy of Sir Nigel Gresley, and the Peppercorn A1 was an, at the time, modernization of Gresley's original design. Additionally, Tornado was built in Darlington, not Doncaster. In essence, that makes Tornado Gordon and Scott's nephew, not their brother. The reason why the A1 trust built a Peppercorn A1 is because, unlike the Gresley A1/A3s, none of the Peppercorn A1s were preserved.
