I understand it must be shocking for an american, but honestly that's probably just a facility that got abandoned due to lack of funding. We are talking about Greece, it has had a huge economical crisis in the past 15 years so this might have just been left behind in the list of priorities...
I would buy it today if I could. What a beautiful building and location.
So let me clear things out a bit, this used to be a centre for the healthcare of seals and it was closed due to complaints for bad practices against Mom who abandoned it as a result. It is currently owned by one of the subsections of the Greek climate ministry.
What were the bad practices?

Love the FPV shots!! What a beautiful location. I'm surprised no one has bought it and rehabbed it to sell to some rich couple. That would make a really nice home.

Just visited the place and had the same thoughts. Seems crazy to think such a amazing building in such an fantastic location has just been abandoned and that no one knows who owns it!
