I got Heizou yesterday. He's level 40 now, all talents at level 1, but the artefacts are very good. With his skill I can reach 15.000 damage. He is definitely not a 4 start character. Even for 5 star characters, at level 40, not always u can reach such number. He's just awesome.

To be fair, Dvalin's health is really low compared to the big doggies in inazuma, I forgot the name, but it makes them bleed hp. Someone confirm this for the newbies.
He’s strong, but not limited 5* strong; there are a lot of 4* characters that are stronger and does higher damage, XiangLing is one of the best examples of a versatile Pyro DPS being arguably better than many other Pyro DPS’S that are even 5* (I.e. Diluc & Klee), XingQiu and Bennett both are supports that are so good that most people opt out of using other (such as Yelan or Kokomi) 5* supports in order to use them. Those are examples of extremely strong 4* that really fit in their own categories without much competition there is no character like Xiangling that can do as much off field Pyro dmg as well as applying the element itself, same goes with XingQiu but with Hydro; and Bennett is simply the best buffer in the game whilst still having decent damage scaling and healing. Heizou is above average but with his scaling, if he was a 5* he’d be by far one of the weakest. The niches that heizou fulfills already gets beaten by other characters (group control/support gets outclassed by Sucrose and Kazuha) whilst the Nuker role gets outclassed by Mona, Eula, Hu Tao ect… (Mona and Hu Tao because they are able to utilize elemental reactions and Eula due to incredible scaling), heizou just can’t compete in the number category purely because of his element alone, unlike Eula with her incredible scaling, heizou does not have the same luxury. The thing I find unique and fun about Heizou is his playstyle, don’t get me wrong, I love my Heizou but it’s be a lie to say he should be a 5*, if he was, the community would be in a outrage like the Kokomi or Yoimiya situation . He’s a very fun character to play. But his stats alone are definitely not fit enough to be a 5*.
