I’m going to make a skirt with quilting cotton and dritz non roll elastic (in my opinion is pretty thick elastic), I have no issues with sewing cotton but have never successfully worked with anything stretchy, would a universal needle work for the elastic? If so which size, if not which do you recommend?
So when I am sewing a bag that has multiple layers would the jeans one be beneficial? I usually use a faux leather and canvas material and use a universal 90/14 and it works for the most part but would the sharper jeans one make it easier?
That's a very specific question and I can't give you a specific answer, because variables like your exact machine, thread, and fabric change the answer. The best way to figure out the best needle for your project is for you to test them on scraps with your machine.

There are a lot of people selling supposed compatible needles for her machine but, she's said the one's they sent are too short, hence, why I am reaching out to experts such as yourself. And, help would be greatly appreciated! Thank you!!
They don't sell ball point needles in my country and now I need to wait for 1 month for my order to arrive and continue my project because the stitches keep skipping.

It could be a lot of things. Machine not threaded correctly, wrong size needle, wrong type of needle, timing off, needle bent and hitting presser foot or throat plate...
Polyester is a fiber that can be turned into fabric in many different ways. So it would depend on how the polyester was woven or knitted and other properties of the specific fabric. There's no needle recommendation anyone can give just based on the word polyester.
So different fabrics need different thread and needles? I just pick up something that needs to be fixed and sew it. No wonder the sewing machine has messed up and broke many needles!
Home sewing machines aren't designed to have different needle lengths. All these needles are the same length. If you try to put a longer needle on your machine than it's designed for you'll ruin the timing on your machine.

I've never changed my needle specifically for the elastic I'm using.

It depends on the thickness and whether it stretches. I'd start with my standard one and change if it didn't work.

So what needle would you use for RipStop Nylon and the utility style nylon fabrics?
Generally I use a universal. If I get skipped stitches, I'll switch to a sharp.

It depends on the weight of the fabric; when in doubt test on a scrap.
