Well im probably wrong but most of the rp bits happen when people who are mainly crims play cops Even if you have all the shitty cops, having the aura of people like Conan makes everyone lighten up...even without crims playing cops, there are still fun cops but I don't think they handle much cuz they're letting cadets and newer cops to handle situations to see how they do(i think), like good cops like Mac, shotz, kyle idk
A lot of it depends on who the leading officer is. Remember when Cornwood was on all the time and lead chases in a tractor, those situations made everyone else treat things less seriously.
