Since the wolf is a depiction of death, I don't think 'villain' is the right word. More a force of nature than anything. We've got "Big" Jack Horner who's the true villain of the story.
Death isn't a villain. He's an antagonist, but he's not a villain. A villain is an antagonist who is actively morally wrong, while that isn't Death-which is indeed part of the lesson Puss had to learn. Death isn't a villain, but he IS inevitable. A force that Puss did not respect and actively mocked. And so Death came to collect.
Theres a ton of symbolism to tell us that he's really Death, but the most obvious was the 1st interaction. How he literally appears from no where. Manifesting himself to deal with puss. On 1st viewing, it's easy to brush this off as story telling tension by giving us a villain whos mysterious and sneaky, but then you realise the more horrifying truth. Death could appear whenever he wanted to. There truly was no outrunning him.
Well, he was something of a villain, if only because he was cheating his own rules by trying to kill Puss. Normally he just waits to collect, but this time, since Puss didn't value any of his previous 8 lives, in addition to him finding the idea of 9 lives absurd, he has no problem breaking his own rules this once.
I don’t really blame Puss for being arrogant and the reason why is because I think that no one told him that he actually did have nine lives, especially as he was raised in an orphanage and his adoptive mother didn’t know everything about cats and nine lives. I also believe that the reason why Puss didn’t think he lost any of his lives is because he believed that it was just dumb luck, even him being burnet in the face wouldn’t entirely kill him. Had someone actually told him that he did, he would’ve been more careful which was why I feel bad for him throughout the film as he clearly wasn’t prepared for this, considering his upbringing, and now that he knows how much danger he’s in, he realised that he’s messed up and wants to try again, especially if people don’t tell you that you actually have nine lives and just assume you do
Jack Horner was the primary antagonist. Death was tertiary. He had the most impact for sure but Jack Horner being an ass and being evil for the sake of it was the whole point. Plus Jack was hilarious as well.
the slow realization puss has when he knows for once he can't do anything and is not invincible is just perfectly depicted here

When Lobo says “My compliments to your cobbler,” with that little chuckle, I knew we were in for something special with this character.
