Great news on AV1 / 27. Looking forward to jumping on testing again when a preview is ready. Hopefully H.265 streaming comes with it for those with 2xxx/3xxx cards.

RUclips currently allows streaming to them in HLS. HLS offers an appreciable image quality leap over RTMP. It would be great if HLS out could be implemented in vMix, as currently I have to output vMix to OBS, which does allow HLS streaming. What are the chances?

You're too late. This is the edited version.
And Tim answered that during the video. All they're announcing now is AV1 streaming but they might showcase the Alpha at IBC in a few weeks.
