I think people who complain about studying in a country where English is not the spoken language is a bit ignorant? Surely the first thing you should do is study that countries language to make it easier for yourself to get around, student life is stressful enough I can't imagine not knowing the native language. Also with regards to sending money to Russia, it's not a problem but sending money to your family in another country is a problem. If your family sends you money in euros or dollars you get way more rubles ( you can make use of the high exchange rate 😉). Also not all universities like the higher economic one solely give accomodation to those on scholarship, just do your research.
