  • China's President has insisted that the "one country, two systems" arrangement in Hong Kong is working.
Xi Jinping has been leading events marking 25 years since Britain handed the city back to Beijing.
But critics say the system has been fundamentally undermined by China's national security law , which has led to the arrest of countless pro-democracy campaigners.
Lord Patten, the UK's last governor of Hong Kong, back in 1997 speaks to Sky's Mark Austin.

Because we needed the Indians to raise some money somehow to buy the textiles. Why were they buying the textiles? Because we destroyed their textile industry because we had textiles to sell them that we were making in Manchester. Why were we making them in Manchester? Because we shipped people from Africa - because we encouraged slavery more than ever a country - over to the Americas so that they could pick cotton so it could be shipped back to Manchester so it could be woven and sold in India so that the drugs could be sent to China.

The fact is all British colonies were given self-rule around the 50s and 60s, with the lone exception of HK. Why was HK an exception? The reason for that is that part of HK was under a lease, and China, even as early as the 50s, had threatened to invade HK should Britian introduce real democracy in HK (source: see New York Times article "Hong Kong Democracy Standoff, Circa 1960"). At least in the post WW2 context, the main reason for HK's lack of democracy is China, not Britiain.

Hong Kong never had any demorcratic freedom under British colonial rule. Chris Patten himself was appointed (not elected) by the British Govt to become the Governor of Hong Kong. The Hong Kong National Security Law was written into the Basic Law (Article 23) as part of the handover in 1997, which China did not enact until 2020 in order to curb the violent protests in 2019.
