It isn't clear. The novel never makes it clear. Even ancient Greeks had debates over this. Plato thought they were lovers, while Xenophon thought they were like brothers. Both bonds were valued in ancient Greece, so we have no idea what was Homer's intention.

It's not made explicitly clear what the nature of their relationship was and since two people who lived in the same era (Plato and Xenophon) had different interpretations of their relationship, how can we be sure about it? We don't even know if homosexuality between men was accepted when Homer wrote the Iliad and before that.
Thing is too, Patroclus was described as being closer to Achilles than his own father, and that he was the one man Achilles loved more than any other mortal. There's a reason the term "Achillean" exists
